Into PDF is the easy direction. Word documents, spreadsheets, slides, images and plain text all convert cleanly, because PDF is designed to record a finished page exactly. What you see is what the recipient sees, on any device, which is precisely why forms ask for it.
Out of PDF is the hard direction. A PDF stores where marks sit on a page. It does not store paragraphs, headings, tables or styles the way a word processor does. Converting a PDF back to an editable document means inferring all of that from position, so a simple page comes back well and a complex layout comes back needing work. Multi-column text, tables and anything with unusual fonts are where it shows.
Scans are a separate problem entirely. If your PDF came from a scanner or a phone camera, the pages are photographs. There is no text in the file to extract, only an image of text, and converting it produces a document containing a picture rather than words you can edit.
Start from the most original file you have. Converting a Word document that was itself converted from a PDF compounds every approximation made along the way.
Where layout matters more than editability, stay in PDF and do not convert at all. Where editability matters more, expect to spend a few minutes fixing spacing and tables, and treat the conversion as a head start rather than a finished document.
For images, converting several into a single PDF is often exactly what a form wants when it asks for one file. Check the page order before downloading, since it follows the order the files were added.
